A sidebar in the hard copy of the article (page A16--I could not find an online version) states that the Drew Street gang has 600 members, while the main article states that the overall Avenues group has only 400 numbers. Given that this is numerically impossible, someone (or mulitple people) is distorting the truth and getting sloppy with numbers.
